Josephine County Comprehensive Plan Amendment: County Coordinated Population Forecast Update.  This text amendment updates the previously adopted Josephine County Coordinated Population Forecast, including forecasts for the Grants Pass and Cave Junction urban areas based on the new long-range forecast for Josephine County issued by the Oregon Office of Economic Analysis (OEA) in 2013, and it updates the planning period. The updated forecast provides a slower forecast for Josephine County as a whole and for both the Grants Pass and Cave Junction urban areas than the previously adopted forecast.  The Rural Area Planning Commission has made a recommendation to the Board of County Commissioners for adoption of the proposed amendment of the Comprehensive Plan.”

If approved, this request will allow, with conditions, the alteration/modification of a previously approved conditional use permit (firewood processing business).  The applicant is asking to move the firewood processing area further away from abutting residential properties to help mitigate noise.  The new firewood processing area will be relocated to the north end of TL 400 in a clearing near a private motorcycle track.  The existing location will only be used for the storage of firewood inside a proposed covered storage shelter.  The applicant requests that certain restrictions listed in the original decision be lifted given the new location of the firewood processing area (e.g. hours of operation, etc.).

EMERGENCY MEETING:   Ordinance No. 2009-003-E declares an emergency; provisions of the text amendments are necessary to protect life and property from the hazards of flooding. This is a request for: [1] Text Amendment: Amend the Josephine County Comprehensive Plan at the Soils Inventory (Soil Survey for Josephine County, Oregon) by adding new mapping unit descriptions for the Schefflein and Tallowbox soils series; and [2] Map Amendments: Amend the Josephine County Comprehensive Plan and Zoning Maps for the subject property by changing the designations from Forest and Agriculture to Residential and from Woodlot Resource (WR) and Farm Resource (FR) to Rural Residential - 5 Acre minimum (RR-5) for 157.93 acres located in the 3200 block of Hugo Road.

Planning Commission Hearing: (March 10, 2008)

For a tentative plan approval of Finley Bend Estates Subdivision, creating 25 lots with a private water system, together with a new Rural Residential Road (Finley Bend Drive) and two new Restricted Residential Roads (Eagle Hts Drive and Eagle Vista Drive), in the Rural Residential 5-Acre zone.
