Manufactured Structures

Q: How do I change the status of my manufactured home from personal property to real property?

A: Obtain, complete and record appropriate documents. The ownership of the manufactured home and the land must match before this can be done.

If ownership of the manufactured home and land already match
 

  • Current taxes on both accounts must be paid.
  • Obtain a “Lot Book Report” from a title company.
  • Complete a Josephine County Tax Certification Form
  • Complete a Recording Manufactured Home as Real Property Application (Form# 5176) which requires notarized signatures of all owners.
  • Bring all three documents to our office for certification and acknowledgment within seven days of the Lot Book Report being printed. There is a $12 fee for certification and a $35 fee to process the detitling paperwork.
  • Take the acknowledged Real Property Application to the County Clerk’s office for recording and return to our office with your recorded document.
If ownership of the manufactured home and land do not match
 
  • Current taxes on both accounts must be paid.
  • Obtain a “Lot Book Report” from a title company.
  • Complete a Josephine County Tax Certification Form

Don’t forget to include the $55 ownership document fee at the time you process or submit your transaction with BCD.

Q: I’m moving my manufactured home. How do I obtain a trip permit?

A: You will need to obtain a $5 trip permit per section from Oregon’s Building Code Division (BCD) or from your transporter.

You can obtain a trip permit using either BCD’s online Manufactured Home Ownership Document System (MHODS), by mail or in person. You must supply the destination address, and map and tax lot number before a trip permit can be issued.
Siting a manufactured home requires a placement permit from the Josephine County Planning Department or the City of Grants Pass Economic Development Department.

If the home is moving within Josephine County

  • Current taxes must be paid.
  • If home is moving after July 1 and before October 15, prepayment of taxes for current assessment year must also be paid.
  • Complete a Josephine County Certification Form. Bring the completed form and $12 certification fee to our office for certification.
  • Complete an Oregon BCD Ownership Change Application Form (#2952).
  • If an ownership change is also occuring, sellers, buyers, and any secured parties of record must sign acknowledging the transfer and/or release of their interest before BCD can process the ownership change.
  • Finalize your change using either BCD’s online Manufactured Home Ownership Document System (MHODS), by mail or in person. Don’t forget to include the $55 ownership document fee at the time you process or submit your transaction with BCD to reflect the new location.
If the home is moving out of Josephine County but within Oregon
  • Current taxes must be paid.
  • If home is moving after January 1 and before October 15, prepayment of taxes for current assessment year must also be paid.
  • Complete a Josephine County Tax Certification Form for Josephine County and the Oregon county the home is moving to. Bring the completed form and $12 certification fee to our office for certification.
  • Complete an Oregon BCD Ownership Change Application Form (#2952).
  • If an ownership change is also occuring, sellers, buyers, and any secured parties of record must sign acknowledging the transfer and/or release of their interest before BCD can process the ownership change.
  • Finalize your change using either BCD’s online Manufactured Home Ownership Document System (MHODS), by mail or in person. Don’t forget to include the $55 ownership document fee at the time you process or submit your transaction with BCD.
If the home is moving out of Josephine County and out of Oregon
  • Current taxes must be paid.
  • If home is moving after July 1 and before October 15, prepayment of taxes for current assessment year must also be paid.
  • Complete a Josephine County Tax Certification Form and $12 certification fee to our office for certification.
  • Complete an Oregon BCD Ownership Change Application Form (#2952).
  • If an ownership change is also occuring before it leaves Oregon, sellers, buyers, and any secured parties of record must sign acknowledging the transfer and/or release of their interest before BCD can process the ownership change.
  • Finalize your change using either BCD’s online Manufactured Home Ownership Document System (MHODS), by mail or in person. Don’t forget to include the $55 ownership document fee at the time you process or submit your transaction with BCD.

Q: I sold or gave away my manufactured home. Why am I still receiving a property tax bill?

A: This is usually caused by the parties not filing the required ownership change documents.
The seller must file forms and all supporting documents within 30 days of the sale with Oregon’s Building Code Division (BCD). If the seller fails to file the forms within 30 days, the buyer may complete the filing requirement.

  • Current and any outstanding property taxes will need to be paid.
  • Complete a Josephine County Certification Form. Bring the completed form and $12 certification fee to our office for certification.
  • Complete a BCD Ownership Change Application Form (#2952).
  • If there is a secured party already on record, they must sign acknowledging the transfer or release their interest before BCD can process the ownership change.
  • Finalize your change using either BCD’s online Manufactured Home Ownership Document System (MHODS), by mail or in person. Don’t forget to include the $55 ownership document fee at the time you process or submit your transaction to BCD.

Q: I have questions about the value of my manufactured structure

A: 

You should contact an appraiser in our office by calling (541) 474-5260.  If we have not visited the property recently, you may wish to schedule a time for one of our appraisal staff to come out and review the current condition of the manufactured structure.

Q: I am selling or buying a manufactured home. How do I transfer ownership?

A: After your forms are complete, you can login to Oregon’s MHODS website and finalize your transaction.
The seller must file forms and all supporting documents within 30 days of the sale with Oregon’s Building Code Division (BCD). If the seller fails to file the forms within 30 days, the buyer may complete the filing requirement.

Q: I have/will be demolishing my manufactured structure

A: 

You may need to get a demolition permit from either the Josephine County Building & Safety Department or the City of Grants Pass Economic Development Department.

There are no permits required from the Assessor’s office but to avoid being taxed for a demolished manufactured structure, you need to let us know of your intentions. It is extremely helpful if you bring dated photos showing
the demolition before, during and after to the Assessor's Office.

When was it/will it be demolished?

Prior to January 1st of the current year

Between January 1st and July 1st of the current year

After July 1st of the current year
